Mr. Doyal has a distinguished record of public service in the area of financial auditing, compliance assurance, and program evaluations/inspections. During his career, he has led or participated in professional oversight and necessary corrective actions in programs totaling many billions in Federal, State and Local funding.

Prior to beginning his executive-level work in Florida in 1991, he served with the United States General Accounting Office (now called the Government Accountability Office), GAO for over 27 years. While with the GAO, he managed and participated in major projects in Dallas, New Orleans, the Republic of Panama, and Washington, D.C. At various times, he was one of a select few professionals that was detailed to work directly for members of the U. S. House of Representatives and the United States Senate. At the time of his retirement from the GAO, he was an Assistant Director for Research and Analysis of the GAO’s Office of Special Investigation.

In 1991 he was selected as the first Inspector General for the Florida Lottery, currently the largest Lottery entity in the nation with revenues of nearly $10 billion annually. There he established, staffed, and managed the Office of Inspector General and was responsible for internal audits, internal investigations, and compliance with all federal and state laws and regulations. The comprehensive program that he built while serving there serves as the foundation for the current programs.

While serving at the Lottery Department, the State of Florida tasked Mr. Doyal to assist in drafting the Florida statute that created the Office of Inspector General in all State agencies. This statute was modeled after the organization Doyal created at the Florida Lottery. This innovative system is still recognized nationally as a model, integrated system that has resulted in cost savings, efficiency, and ethics assurance practices and remedies.

In 1999, the Governor selected Mr. Doyal to serve as the Chief Inspector General for Florida. In that capacity he coordinated the work of the Offices of Inspector General in all State agencies under the direct control of the Governor. This provided him the opportunity to manage the state system that he was a major architect in building. He also advised the Governor on many issues related to audit, investigations, and compliance assurance.
From 2001 to 2016, Mr. Doyal served in several other critical agencies. This included his service as Chief Compliance Officer for the Florida State Board of Administration – the agency responsible for investing and managing over $228 billion. He also served as Inspector General for the Agency for Persons With Disabilities and the Florida Department of Commerce.

In 2016, Mr. Doyal retired from his service to the State of Florida and began his consulting practice, primarily with The Integrity Group.

Mr. Doyal is a Certified Public Accountant (CPA), a Certified Inspector General (CIG), and a Certified Fraud Examiner (CFE), and served on the Board of Directors of the Association of Inspectors General.
