Senior Program Director

Bob Stinebaugh has over 18 years of experience in the area of disaster recovery grant pursuit and management. In this role, he has served FEMA, the State of Florida, scores of local governmental entities, and several non-profit organizations. He has been an important part of the firm’s team that has been involved in the management of grants exceeding $4.8 billion. He is a licensed insurance adjuster and an expert in damage assessments and documentation—the foundation of all grant projects. As part of the firm’s team Bob contributes to all phases of emergency management and disaster recovery.

He began his career serving our nation in the United States Air Force after High School graduation. He served as Weapons loader and eventually the Weapon Expeditor at Eglin AFB during Operation Desert Shield. He was then cross trained into the dental career field specializing in Oral Health and Infection Control which led to his becoming a specialist at the Dental Clinic NCOIC at Sembach Air Base Germany, where he evaluated the requirements to establish the new Family Member Dental Clinic.

After 20 years of service and retiring from the USAF in Germany, he moved back to Niceville, Florida and became the Northwest manager for the Florida Youth Conservation Corps (FYCC), due to his extensive leadership/management education.

FYCC was a sub-contractor for the Florida Department of Transportation (FDOT) for over 5 years performing multiple duties out of the Panama City DOT yard under Bob’ leadership.

This lead to her role of management of all FDOT roads in Santa Rosa, Okaloosa, and Walton Counties during the period in which Hurricanes Ivan DR 1551 and Dennis DR 1595 impacted the Florida Panhandle. This led to a position with Florida Division of Emergency Management (FDEM) during which he wrote 46 large project closeouts, and six small project nettings. He then became a member of the Federal Emergency Management Agency (FEMA) where he served as a Public Assistance Coordinator/Project Specialist for Region 3. During his deployment to Charleston WV, he conducted 18 kickoff meetings, and wrote 34 Project Worksheets making him the #1 producer for DR 4061. After returning from that deployment in 2014, he was offered and accepted a position as a member of The Integrity Group.
